All community members are stakeholders in the community planning process. Some of the people that live and work in the community have subject matter, or technical knowledge in an aspect of community planning such as housing economic, or natural resources, etc. Others are formal or informal community leaders that have the ability to organize and inspire others. These leaders are key to developing a plan that will move the community in the right direction and ensure that projects are implemented. They are project champions and are knowledgeable about resources such as volunteer groups and funding resources. This group engages on a technical and in-depth level.
